Position Title: Education & Employment Counselor
Reports to: Director
Wage Classification: Non Exempt
JOB SUMMARY
This position is responsible for working independently counseling individuals and providing educational, vocational and employment guidance services. The counselor supports the program by performing various administrative functions, planning, and developing new strategies to further community outreach. Partners with education/vocational institutional institutes and private sector businesses for education, training, or employment placement to potential program participants.
ESSENTIAL FUNCTIONS
Satisfactory job performance will be determined by successful execution of the following:
1. Prepares statistical and program reports.
2. Prepares intake information and verifies eligibility of program participants.
3. Provides counseling to the participants in job training, development of skills, permanent job placement and assesses information to assist the participant in all areas of employment.
4. Researches, collects analyzes and compiles occupational, education, economic and employment data to develop specialized reports for program service planning and development.
5. Performs comprehensive assessment on program participant’s work history, educational background, specialized training, skills and plans for career development leading to employment.
6. Evaluate applicant’s application for prospective employment; provides case management; maintains files of applications, claimants, and employer recruiting activity.
7. Maintains accurate and current records and files for common usage among numerous collaborative employment supportive agencies.
8. Markets program services to businesses and community organizations.
9. Prepares and presents job search workshops and employability services to applicants, employers, and other community-based organizations.
10. Assists qualified applicants by performing Individual Assessments and developing Individual Self-Sufficiency Plans (ISP)
11. Assists prospective participants with the program application process and discusses career options and assists clients to develop job search skills to obtain gainful employment.
12. Plans, organizes, develops and implements career events and publications; prepares letters, flyers, mailers and other materials to publicize job placement and training program services and resources.
13. Contacts, schedules and arranges guest speakers from the local business community, colleges and military services to present information regarding specific occupations.
14. Develops and maintains a current and comprehensive occupational library including information on careers and career clusters, employment prospects and employment requirements and opportunities.
15. Maintains current lists and bulletins concerning scholarships and other financial aids available.
16. Prepares and delivers informational presentations, participant orientation for resources and services; and develops and updates program information.
17. Reviews and implements the Program’s standard operating procedures to ensure compliance with federal regulatory requirements.
18. Manages a caseload requiring broad and specialized knowledge of all work force one stop service programs.
19. Other duties as assigned.
MINIMUM QUALIFICATIONS
Associates degree is desired
Excel and Bookkeeping a plus
Basic accounting skills, experience in employment services, career or vocational guidance and counseling, customer service or social service related work.
Equivalent combination of education and/or work experience
Willingness to learn.

1. Knowledge of career and occupational resources, trends and opportunities.
2. Knowledge of college entrance requirements and procedures.
3. General knowledge of laws and regulations of public employment service, unemployment compensation, job training, and social services programs.
4. Ability is required to interpret state and federal laws and regulations pertaining to veteran’s programs, social services, employment and training activities.
5. Ability is required to deal effectively and courteously with people; and to exercise good judgment in evaluating eligibility requirements.
6. Ability to communicate clearly and concisely both orally and in writing.
7. Ability to plan and organize work and manage multiple priorities effectively to meet schedules and timelines.
8. Ability to read interpret, apply and explain regulations, policies and standard operating procedures.
9. Ability to analyze situations accurately and adopt an effective course of action.
10. Ability to work effectively with clients of all ages and their families in a Native American community, ability to respond in a flexible, culturally competent manner to changing community needs and preferences.
11. Knowledge of physical, social and economic issues and problems facing Native Americans.
12. Ability to maintain confidential information.
13. Knowledge of Tribal policies, procedures and operations.
14. Skill in the use of personal computers and related software applications.
WORK ENVIRONMENT
1. Work is normally performed in a typical interior/office work environment during normal business hours with some work performed outside the normal scope of scheduling.
2. Travel by car, bus, or airplane may also be required associated with attendance at conferences, meetings and other duties carried out at distant locations in an out of state and in some cases where overnight may be required.
3. No or very limited physical effort required.
4. Work environment involves minimal exposure to physical risks.
