Job Summary
A Project Manager plans and organizes tasks, people, and resources to ensure they complete a project on time and within the specified budget. Their primary duties include creating a project plan, managing staff and resources, and ensuring the project finishes within the planned timelines and budget. As a natural leader, this person shall possess a proven ability for project coordination and delegation and be motivated by a desire to optimize productivity and nurture program success from inception to completion. The candidate should be familiar with grant management and budgeting procedures.
Essential Functions
The successful execution of the following will determine satisfactory job performance:
1. Maintain Seminole Nation Department of Transportation (SNDOT) standards of compliance, quality, and performance at all times.
2. Strategize, implement and maintain SNDOT initiatives that adhere to organizational objectives.
3. Identify critical requirements needed to procure cross-functional teams and external vendors.
4. Oversee the bidding and hiring process of external teams and vendors in partnership with the Seminole Nation Office of Procurement.
5. Manage multiple projects and project teams simultaneously.
6. Manage and assign contractors, vendors and other project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
7. Manage the involvement of the SNDOT team and contracted project teams for optimal return in project savings utilizing innovative technologies implementation when possible.
8. Work with other Project Managers to identify, analyze, evaluate, and overcome program risks.
9. Identify, analyze, and evaluate opportunities across multiple projects within the department.
10. Control deadlines, budgets, and activities of the project during implementation.
11. Perform all closeout activities of all projects for SNDOT.
12. Organize project data, information, and costs for reporting to the Director, Executive Office, General Council, and/or Funding Agency.
13. Attending technical meetings and provide engineering support to SNDOT.
14. Prepare reports and correspondence and review and process consultant payments and requisitions.
15. Monitor progress of project(s) and electronically update progress schedules by establishing project schedules and coordinating project activities.
16. Liaise among primary agencies and other participants to ensure assigned projects/tasks are done properly, within budget and on schedule.
17. Perform other duties as assigned.
Minimum Qualifications
• Bachelor’s degree in computer science, Engineering, Business, or a related field is preferred. 5 + years of Public Transportation and transportation-related Capital Projects experience in lieu of 2 years of higher education will be accepted.
• Proven progressive experience in Public Transportation and Transportation related capital projects (5+ years) including demonstrated ability to manage teams, multiple projects, and focus on several functional areas.
• Excellent client-facing and internal communication skills
• Solid organizational skills, including attention to detail and multitasking skills.
• Understanding commonly known PM methodologies
• Valid Oklahoma driver’s license with ability to meet Seminole Nation liability insurance requirements and maintain eligibility for insurance.
• Must be able to pass background check, with no prior convictions and/or felonies.
• Must be able to comply with the Seminole Nation Drug Free Workplace policies.
Knowledge, Skills and Abilities
1. Knowledge of project management principles, practices, procedures, and processes.
2. Knowledge of Grants Management, Budgeting, transportation planning and engineering principles.
3. Knowledge of and/or experience with computer software and the ability to learn/use new computer programs, including MS Office.
4. Knowledge of basic office practices, procedures, and processes.
5. Knowledge of design, construction, maintenance, and management of multiple complex transportation projects.
6. Knowledge of site evaluation, appraisal, and acquisition procedures.
7. Skills to use data visualization tools to report timelines and project updates.
8. Skills to establish working relationships with multiple departments and various levels of the organization.
9. Skills in identifying measures or indicators of system performance and the actions needed to improve or correct performance relative to the goals of the system.
10. Skills in reading, analyzing, and interpreting general business periodicals, professional journals, technical procedures, or governmental regulations.
11. Ability to research, analyze and compile data and prepare concise documents.
12. Ability to communicate effectively, both vocally and in writing.
13. Ability to plan, direct, coordinate, and supervise the work of professional and sub-professional engineering personnel.

Work Environment
1. Tasks may be performed on uneven, inclined, hard, and soft carpeted floors, cement structures and surfaces.
2. Duties may involve walking, standing for long periods of time, sitting, and crouching.
3. Specific required movements include the following:
Trunk: bend, twist, rotate, push, pull, carry
Arms: reach, carry, push, pull, lift, twist, rotate
Legs: lift, push, pull, twist, rotate
Hands: grasp, manipulate, bilateral coordination, eye and hand coordination, overall and finger dexterity.
4. Work is normally performed in a typical interior/office work environment.
