Transportation Director
Position Title: Director of Transportation
Reports to: Principal Chief
Wage Classification: Exempt

JOB SUMMARY

The Director of Transportation will manage the Seminole Nation Department of Transportation and all pertinent programs within the Department to ensure the successful execution of all Tribal Transportation Projects.

ESSENTIAL FUNCTIONS

1. Administer and Manage the multimodal Seminole Nation's Tribal Department of Transportation including the Tribal Transportation Program (TTP) in accordance with Title 25 U.S.C. 170, and the Seminole Nation Public Transit in accordance with Titles 25 U.S.C. 170 and 49 U.S.C 5311, and all other Transportation-related Programs such as Dialysis Transport and Vehicle Maintenance.

2. Oversee and manage all G2G related contracts and all TTP Programmatic Agreements with the Bureau of Indian Affairs (BIA).

3. Responsible for the programming, planning, researching, designing, engineering, constructing and maintaining all TTP roads, bridges, parkways, and transit facilities within the Nation's jurisdictional boundary.

4. Supervises all staff directly and indirectly working through supervisors of multiple Transportation related programs.

5. Coordinates TTP Activities in accordance with Title 31 Seminole Nation Code

Principal Duties

1. Reports to Executive Office

2. Manages all staff (12-15) of the Seminole Nation Department of Transportation and Public Transportation.

3. Manages and coordinates budgets for all Transportation related programs and activities including but not exclusive to Transportation, Transit, and all other long and short term, formula, competitive and tribal resource budgets and contracts.

4. Develops and maintains professional relationships and ensures coordination with Tribal, general public and local government community stakeholders in all aspects throughout Transportation facility projects

5. Develops and updates Tribal Transportation Plans including the 20 Year Long-Range Transportation Plan, Safety Plans, Asset Management Plans, 5 Year Short Range Transit Plans, Transit Asset Management Plans and all other regulatory

plans required of or developed by the Seminole Nation Department of Transportation

6. Ensures the development and management of the 9oo plus miles of Seminole Nation National Tribal Transportation Facility Inventory (NTTFI) within regulatory Fiscal Constraints

7. Develops, coordinates and implements 4 Year Tribal Transportation Improvement Plans (TTIP) projects utilizing Roads Committee recommendations, presented to General Council and submitted for inclusion to the Bureau of Indian Affairs in Accordance with 25 U.S.C. 170.

8. Ensures development and implementation of the Planning, Engineering and Design, Bid, Construction and Closeout of all Transportation (TTIP) facility projects ranging in scope from 3 to 5 years per project.

9. Develops, Reviews and Manages all programmatic, financial and progress reports for the Tribe’s submission to federal state and various Agencies as required

10. Assists the Nation in the preparation and overall planning efforts for future developments.

11. Develops proposal and grants to secure additional funding for continuation and expansion of program Services

12. Performs other duties as assigned

MINIMUM QUALIFICATIONS

Required Qualifications:

1. Bachelor’s Degree and 2+ years’ experience in Transportation, Public Policy, or Tribal Administration of Federal Programs OR 2 years’ experience in above mentioned related fields in lieu of 1 year education is required.

2. Project management experience is highly beneficial

3. Excellent interpersonal and communication skills; must have demonstrated successful team/collaboration experience

4. Proficiency in office technology and software

5. Must be able to define needs, communicate objectives, negotiate commitments, and otherwise influence the cooperative efforts of others to achieve defined objectives

6. Can work in a fast-paced environment, handle multiple tasks, and be adaptable to change

7. Valid Oklahoma driver’s license with ability to meet Seminole Nation liability insurance requirements and maintain eligibility for insurance.

8. Must be able to pass background check.

9. Must be able to comply with the Seminole Nation Drug Free Workplace policies.

Preferred Qualifications

1. Professional knowledge of land use planning concepts, principles, and practices associated with the design and economic development of community, rural and Urban planning

2. Prior transportation project development experience is a plus

3. Prior experience with Tribal Government is a plus

4. Experience with GIS/GPS Mapping software is a plus

WORK ENVIRONMENT

· Work is performed in a typical interior/ office environment and in an outdoor environment.

· Exposure to natural weather conditions and various dusts and mists may occur while performing outdoor duties.

· Travel within the Seminole Nation area is required and some travel outside the area is necessary for other affiliations.

· Noise level is usually moderate.
