Budget Officer
POSITION: Budget Officer
FLSA STATUS: Exempt
DEPARTMENT: Fiscal Services
REPORTS TO: Controller
SUMMARY: Responsible for coordinating the preparation of the Nation’s Comprehensive Budget, for providing technical assistance to the Nation’s Finance Committee and to personnel involved in the budget process, and for preparing monthly budget reports.

JOB DUTIES:
• Organize budget procedures and publishing an annual budget calendar.
• Supply data and provide technical assistant to those involved in budget preparation.
• Compile all department and fund budgets into one budget document.
• Provides technical assistance to the Seminole Nation Finance Committee.
• Enter approved budget and subsequent modifications into accounting system
• Prepares monthly financial report which compares revenues and expenditures to budgeted amounts.
• Maintains a schedule of required federal financial reports for all of the Nation’s federal awards.
• Prepares the required federal financial reports on a timely basis for the Controller’s and Treasurer’s review.
• Gathers and analyzes financial data to ensure maximum utilization of contract and grant funding.
• Distributes copies of the federal financial reports to appropriate management personnel.
• Maintain copies of the federal financial reports and supporting documentation.
• Assists the Controller in preparing the Nation’s Indirect Cost Proposal.
• Performs other duties as assigned.

KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS:
• Knowledge of the principals and practices of governmental accounting, financial projections, and fiscal and budget management.
• Knowledge of integrated accounting software systems, preference Sage 100 Fund Accounting.
• Knowledge of preparing/working with tribal budgets in a P.L. 93-638 and federal grant management environment;
• Skill in preparing, reviewing, and analyzing financial reports.
• Skill in the usage of Microsoft Office software.
• Skill in mathematical and financial calculations.
• Ability to communicate effectively both verbally and in writing.
• Ability to interact and maintain good working relationships with individuals of varying cultural and social backgrounds.
• Ability to work within stringent deadlines to complete objectives.
• Ability to analyze complex financial information, identifies problems, interpret findings and develop viable solutions.
• Ability to read, comprehends, explain and apply laws, regulations, policies and procedures.
• Ability to work long hours in a stressful environment.
MINIMUM QUALIFICATIONS/REQUIREMENTS:
• Bachelor’s Degree in Accounting, Finance or related field required. Three (3) years working prior experience in a Tribal Finance Department, including budget preparation and variance analysis or an equivalent combination of education and experience may be considered.
• Must be able to pass background check, with NO prior convictions of any felonies.
• Must be able to comply with the Seminole Nation’s Drug Free Workplace policies.
PHYSICAL DEMANDS:
• Talk, hear, sit, stand; use hands to handle objects, equipment, controls and reach with arms and hands.
• Position requires frequent lifting of 25 lbs.
WORK ENVIRONMENT
• Work is performed in a typical interior/office environment.
• Noise level is usually minimal.
PREFERENCE:
Seminole Nation Tribal preference and Native American Indian preference shall apply to all positions at Seminole Nation of Oklahoma.
